The following is Brunei Darussalam's National Vision or Wawasan as authorised by His Majesty Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Brunei Darussalam, launched in January 2008.
WAWASAN BRUNEI 2035
By 2035 we wish to see Brunei Darussalam recognised everywhere for:
*the accomplishments of its well-educated and highly skilled people
*the quality of life
*the dynamic, sustainable economy
As we work towards these aims, we will be united in:
*our loyalty to our Sultan and our Country
*our belief in the values of Islam
*our traditional tolerance and social harmony
TOWARDS 2035: CONTINUITY AND CHANGE
Brunei Darussalam today enjoys one of the highest standards of living in Asia.
Its per capita income is one of the highest in Asia and it has already achieved almost all the target of the Millennium Development Goals.
Its standards of education and health are among the highest in the developing world.
This has been largely the result of political stability created by His Majesty's Government's investment of oil and gas revenues in infrastructure and in the development of far-reaching programme of social welfare.
Current prosperity, however, cannot be taken for granted.
If the people are to continue to enjoy their high standard of living, planning must take account of a number of emerging social and economic facts.
*Although oil and gas resources have contributed much to the nation's prosperity, economic growth has, on the whole, not kept pace with population growth.
*The public sector that is the main employer of the majority of the citizens and residents can no longer adequately absorb the growing numbers of young people wishing to enter the work force each year.
*There is a widening gap between the expectations and capabilities of the nation's youth and the employment opportunities currently being created.
*The oil and gas sector that makes up about half of the economy and over 90% of export earnings employs less than 3% of the work force.
*The local business community continues to be weak and is unable to create the employment opportunities now required.
In order to offer its people a bright and prosperous future, Brunei Darussalam must, therefore, adapt to change and all that this entails by way of ambition, innovation and bold planning.
The challenge facing the nation lies in finding ways to do this successfully whilst, at the same time, upholding the values upon which the nation has developed and progressed.
OUR VISION FOR 2035
To meet this challenge successfully by 2035 we aspire to excel in the following key areas:
An educated, highly skilled and accomplished people
We will seek to build a first class education system that provides opportunities for every citizen and resident to meet the requirements of our changing economy and encourages life-long learning as well as achievements in sport and the arts.
Our success will be measured by the highest international standards.
Our quality of life
Our people deserve the best home we can give them.
We will seek to provide our people with high standards of living and political stability while ensuring proper care of our environment and the vital support needed by all members of our society.
We will measure our quality of life by reference to the United Nations Human Development Index and aim to be among the top 10 nations in the world.
Our dynamic and sustainable economy
A continued high standard of living requires our economic growth to keep pace with our population growth.
We will seek to build an economy that provides our people with quality employment in both public and private sectors and also offers great economic opportunities.
We will measure our economy by reference to its capacity to support continuously rising living standards.
Our aim is for Brunei Darussalam's per capita income to be within that of the top 10 countries of the world.
ENDURING VALUES
While recognising the need to change, we will continue to uphold vigorously the values that have been the foundation of our political stability, social harmony and prosperity.
In our work we shall be guided at all times by our commitment to the Brunei monarchy and nation, our faith in the values of Islam, based on the Ahli Sunnah Wal-Jemaah, Mazhaf Shafie and our tradition of tolerance, compassion and social harmony.
We believe that our ability to adapt and manage change is greatly enhanced by the MIB concept which is inspired by these core values.
ACHIEVING BRUNEI 2035
We will need to develop and implement an integrated and well-coordinated national strategy comprising the following key elements:
*An education strategy that will prepare our youth for employment and achievement in a world that is increasingly competitive and knowledge-based.
*An economic strategy that will create new employment for our people and expand business opportunities within Brunei Darussalam through the promotion of investment, foreign and domestic, both in downstream industries as well as in economic clusters beyond the oil and gas industry.
*A security strategy that will safeguard our political stability and our sovereignty as a nation and that links our defense and diplomatic capabilities and our capacity to respond to threats from disease and natural catastrophe.
*An institutional development strategy that will enhance good governance in both the public and private sectors, high quality public services, modern and pragmatic legal and regulatory frameworks and efficient government procedures that entail a minimum of bureaucratic "red tape".
*A local business development strategy that will enhance opportunities for local small and medium sized enterprises (SMEs) as well as enable Brunei Malays to achieve leadership in business and industry by developing greater competitive strength.
*An infrastructure development strategy that will ensure continued investment by government and through public-private sector partnerships in developing and maintaining world-class infrastructure with special emphasis placed on education, health and industry.
*A social security strategy that ensures that, as the nation prospers, all citizens are properly cared for.
*An environmental strategy that ensures the proper conservation of our natural environment and cultural habitat.
It will provide health and safety in line with the highest international practices.
To realise our Vision of Brunei 2035, the strategies listed above will need to be developed by both government and private bodies and implemented as a well-coordinated national strategy.

2035年までに、私達は以下の事柄が、ブルネイ国内のいずこにあっても達成されていることを望みます：

2035年に向かって： 継続と変化
ブルネイ国は、今日、アジアで最も高い生活水準のうちの1つであることを享受しています。
一人当たり収入は、アジアで最も高いものの1つであり、すでに「ミレニアム開発目標」の、殆ど全ての目標を達成しました。
教育と健康の標準は、発展途上国の中で高位にあります。
これは、国王陛下とその政府による、石油及び天然ガスのインフラ収入への出資と、社会福祉への遠大な計画振興によってもたらされた政治的な安定性の結果です。
現在の繁栄は、しかし、当然とは見なされ得ません。
もし人々が、それらの高い生活水準や国家計画を享受し続けるならば、新たに生起する社会及び経済の実相を考慮せねばなりません。
*石油及び天然ガス資源は、国家の繁栄に多大な寄与をしましたが、経済成長は、概して人口増加に比し、対応しませんでした。
*大多数の市民と居住者の主要な雇用主である公営企業は、もうこれ以上、歳を追う毎に、求職若年労働者の増加に対して適正に対応吸収できません。
*現在作成されている、国家若年者雇用機会の求職者数と求人者数に、大きなギャップがあります。
*経済の半分と輸出収益の90％を占める石油及び天然ガス部門において、労働力の3%未満が就労しています。
*地元実業界は脆弱な状態が続いており、現下、必要な雇用機会を供給することができない。
従って、明るく繁栄した未来を人々に提供するため、ブルネイ国は、変化と向上心及び革新並びに大胆な計画による方法を必要とする全てに順応しなければなりません。
国家が直面している挑戦は、これを首尾よく成すための方策を見つけることにあると同時に、国家が発展且つ進歩したその価値を維持するにあります。
2035年に関する私達のビジョン
2035年までに、この挑戦を首尾よく完遂するために、私達は、以下の主要な領域に秀でることを志向しています：

私達は、国連人間性開発指数（HDI）に対する参照によって日常生活に於ける満足度を測り、世界のトップ10内の国家であることを目指します。
私達の活力に満ち、持続可能な経済
継続した高い生活水準は、わが国の人口増加に対応した経済成長を必要とします。
私達は、国民に対して、官民両部門に於ける適切な雇用拡大及び素晴らしい経済チャンスの提供をもたらす経済の構築に努めます。
私達は、継続的な生活水準の向上を支援するために、わが国の経済的能力をにらみながら、その経済を判定します。
私達の目的は、ブルネイ国民一人当たりの国民所得が、世界のトップ10以内 国にすることです。
揺るがない価値
変化の必要性を認識しながら、私達は、わが国の価値である政治的安定性及び社会的調和並びに繁栄の根幹を積極的に維持し続けます。
私達の事業に於いては、私達は常に、ブルネイ君主国及び国家並びにイスラム教スンナ派シャーフィイー学派及び私達の伝統的寛容・慈悲・社会的調和に基づいたイスラム的価値への信仰に対する私達の公約によって導かれるでしょう。
私達は、私達の適応能力と変化への処理能力が これらの中心的な価値により引き起こされるMIB（管理情報ベース）概念により、大いに強化されるとものと信じます。
ブルネイ2035の達成
私達は、以下の重要な要素から成り立っている、総合的且つ十分に調整が図られた国家戦略を開発し実施する必要があります：
*教育戦略：わが国の青年に、益々競争が激化し且つ知識基盤の世界に於いて、雇用と成功の機会を準備する。
*経済戦略：ブルネイ国内の石油及び天然ガス産業だけではなく、下流産業に於いても内外の投資家への投資促進を通して、国民に新規の雇用機会を生み出し、ビジネスチャンスを拡大する。
*安全戦略：わが国の政治的安定性と防衛・外交能力及び疫病・自然災害の脅威に即応する能力に関連する国家としての主権を防衛する。
*組織開発戦略：公営及び民間企業、高品質な公益事業、最新且つ実践的な法的・規制の枠組み、最低限の官僚的な形式主義を伴う効率的な行政手続などへの良いガバナンスを強化する。
*地元企業発展戦略：より強い競争力の成長による、ブルネイマレー人のビジネスと産業に於けるリーダーシップの達成だけでなく、中小企業（SME）のためにビジネスチャンスを増進する。
*インフラ開発戦略：政府と教育及び厚生並びに産業に置かれた特別な重視に伴う国際的レベルのインフラに対する開発維持に於ける官民共同事業を通じた投資の継続を保証します。
+社会保障戦略：国家が繁栄するように、すべての市民が適切に配慮されることを保証する。
*環境戦略：わが国の自然環境と自然生物生息地の適切な保護を保証します。
それは、健康と最高の国際的慣行と一致した安全を提供します。
ビジョン・ブルネイ2035を実現するために、上記に列挙した戦略は、官民両事業体と調整された国家戦略としての実施によって開発される必要がある 。
